Installing boot image to rb5 Board fails

Hello,

I am trying to install OS into rb5 Board, by Installation for Qualcomm Robotics rb5 development kit - 96Boards.

However, sudo fastboot devices shows nothing.
I know rb5 Board has a power indicator LED, but it does not turn on at that time.

Should LED turn on when rb5 and power supply works well?

DIP Switch Configuration is as below:
SW0 : 110000
SW1 : 0000

My Environment is as below:
OS : Ubuntu 18.04.3
fastboot : version 1:8.1.0+r23-5~18.04
