V4L2 Decoder is available but Encoder is not?

When flashing the RB5 with the Linaro debian 21.12 release I noticed that the venus decoder shows up in v4l2-ctl --list-devices, but the encoder did not.

Is it expected to show up as v4l2 /dev/video device also?
