Can someone please confirm the latest CAF tag used for building
bootloaders (dragonboard-820c-bootloader-ufs-linux-31) metabinaries - xbl, rpm, tz etc., ?

hey,
the bootloaders that Linaro releases include:
- the proprietary binary (xbl, rpm, tz, …) that we get from Qualcomm dev Network, which we archive here: http://releases.linaro.org/96boards/dragonboard820c/qualcomm/firmware/
- the open source bootloader (LK), which we rebuild ourselves from sources. We store the LK sources in this git tree: working/qualcomm/lk.git - [no description]. We use our git tree because we have a few patches that we carry on top of CAF, see working/qualcomm/lk.git - [no description] for the current branch we use for DB820c.
Note that the branch we use for LK is indicated in the bootloader download page, e.g. http://snapshots.linaro.org/96boards/dragonboard820c/linaro/rescue/latest/
